I am concerned about the inclusion of paragraph i about Photographs, Videos, and Audio Files. I have a relative, who, before he was age 13, made multiple comedy videos available on the internet. Several of the top game walkthroughs and commentaries are apparently voiced by people under the age of 13, as are a number of serious videos discussing history and/or culture.
I am concerned that the chilling effect of having COPPA cover all videos and audio files with children will have a chilling effect on not just the speech of children (which, as a parent of two, I am worried about), but our speech and culture in general.
I do not think that the costs of paragraph i are worth its fairly small benefits.
