This is a dumb idea addressed to a problem that is virtually nonexistent. Please leave the Internet alone unless you're chasing spammers and virus-hawkers. These rules won't work, and instead will make every site a criminal, while providing no benefit, as the kids are smart enough to work around it. Please take a long vacation. You deserve a rest. And leave well enough alone.
