The changes to this law would place unreasonable and vague restrictions on web developers thus stifling innovation. Web application such as Twitter's third party API that collect information can be accessed from code on any website. It would be unreasonable for Twitter's application to discern if it is being accessed by a website used by minors under the age of 13.
