While I understand the concerns that motivate the Commission in reviewing the rules around COPPA, I urge them to not broaden the scope of the act. Protecting children is important--but so is preserving easy access to information for everyone, and making sure that web tools are easy to use and reliable. The concerns laid out by Ars Technica at this article (http://arstechnica.com/tech-policy/2012/09/how-changes-to-a-kids-privacy-law-could-chill-innovation-for-everyone/) should be heeded before any change in the rules governing COPPA is made.
