I do not believe that we should pay for any credit reports. We have no idea what is in our reports until a problem occurs. If we are contemplating a large purchase (house) we should still be able to obtain a copy of our report free. It seems that as a consumer, we are the only ones who do not get easy access to 'our' credit report while any business company can request it on a moments notice. That seems highly unfair.
