FDCPA's definition of a consumer is: 15 USC 1692a(3) The term “consumer” means any natural person obligated or allegedly obligated to pay any debt. All of my training in this industry has lead me to understand that a deceased person is not a consumer or natural person and therefore collection of the deceased's debts are not bound by the FDCPA. This definition must be clarified.
