My father passed away in Arizona in 2005 (I lived in Virginia) without real assets or any Estate value (in fact he had nothing of value in his Estate). I was contacted by numerous medical collectors attempting have me pay his personal medical bills from my finances.
The worst collector was the mortgage finance company that advised me that although I was not a resident of the Arizona property, or on the mortgage or title, I was responsible for payment of my late father's mortgage. Thankfully I was able to file a complaint with the Arizona Attorney General and stop the harassing telephone calls from the mortgage company.
Relaxing the few FTC regulations currently on place would subject the most vulnerable citizens to financial and emotional abuse by debt collectors who have little regard for contract law or collections law.
