Debt collectors should be limited to contacting the executor of the estate. It's that person or people who are responsible for winding up the estate and paying debts, etc. If the estate can't pay then the debt needs to be written off.
If debt collectors go after former spouses, etc after the estate has been exhausted, then there needs to be significant financial costs to the debt collection agency and jail time for the officers of the companies.
