I think part of the new laws need to prohibit things like auto pop-up ads, pop-under (the main browser window) and trigger ads (clicking something specific in a page will automatically open a pop up ad. Also things like overlay ads that prohibit the user from navigating the web page normally unless you either interact with the ad or manually click an X (or Close) for the ad itself, which many times will activate the ad as well. These type of ads should be banned totally since they hinder the users' web browsing activity from a 'normal' browsing session.
Also, things like auto-play of video ads should be limited due to how it can slow down a user's computer when it is run unless specifically requested by the customer.
Attached is a screenshot of trying to use livejournal.com and getting my screen hijacked by an auto playing video ad that takes over the whole screen.
