Having the rolling effective dates should allow more consumers faster, easier access. I think the proposed effective dates to obtain a free credit report should be shortened, as each roll-out will identify any bugs and allow for fixes to be initiated. My suggestion is to see how easy the first roll-out (to the West) goes, then implement subsequent roll-outs more quickly.
