It's difficult in our society for big agra and food groups to self-regulate, as this would impact their sales. Additionally, when folks move from aforementioned interests to jobs within the government (FDA, etc), it's all too likely that they will be affected by lobbyists from their former employers. The net result is that normal consumers without backing or voice will not have their interests guarded. The government is supposed to do that (provided for by the Constitution), but again, disinterested action is seldom taken. Why not enact simple (no more than 5 pages) legislation allowing raw foods (milk, vegetables, fruit and nuts) to be sold which will have greater positive health benefits, and teach children why such food is best for them and their health?
