I write to strongly support the proposed rule. All advertising/marketing should be prohibited until after the consumer has received the requested credit report. My experience, when I sought a credit report on-line was: I had to read and decline all ads, and then the requested credit report was never sent. The "deal' apparently was: to get the credit report, you had to first buy something extra from the reporting company. Otherwise, 'oops!", the request got "lost". Time to stop this racket.
