A big part of the problem with the "free" annual credit reports is that you can't receive one for free which includes your actual credit score. The report is useful if you have to dispute incorrect/erroneus entries, but without the actual credit score it isn't easy for a consumer to quickly determine his credit-worthiness as most creditors and the credit bureaus do.
