Comments:
The proposed rule making for non-profits offering mortgage counseling are common sense proposals that deserve to be in formal rules. Not allowing a fee to be charged in advance of the service being provided is especially important. As County Treasurer I am active in the local counseling efforts to prevent mortgage foreclosure. I have had numerous conversations about folks getting taken by paying for a service prior to any performance. Thank you for your efforts to stenghten consumer protections.
