regarding HR1406 veterinarians have always been required to submit written prescriptions if requested. If a veterinarian wrote a prescription and then filled it from inhouse stock, the owner has the potential to get a double supply of medications which would certainly be dangerous. The extra paperwork would increase costs to all petowners and give very little benefit.
