Owners are already legally allowed to request a written prescription and with most pharmacies openly advertising that they carry animal medications (or at least human medications that can be used on animals) most owners are certainly aware that they can have medications filled at a facility other than their veterinarian. This legislation will not only be tedious but will slow appointment times and increase labor costs which will increase the cost to the pet owner. I can also tell you from personal experience that a higher percentage of written prescriptions are never filled as opposed to those prescriptions that are sent home with the owner from the veterinary hospital. Increasing written scripts will lower the quality of care for some pets as their owners may pick and choose what prescriptions to fill once they have the written prescriptions.
