How would this rule affect the Texas Board of Veterinary Medical Examiners rule that all veterinarians have to have an established doctor patient relastionship? The board rule states that it has to be a "reasonable" time since the pet was last examined. Will this rule dictate "reasonable" time and thus put the veterinarian at liability if the prescription is filled or not?
