making it a regulatory requirement to offer veterinary prescription refills through human pharmacies and human pharmacists untrained in veterinary medicine and veterinary drug interactions inevitably circumvents the veterinary client patient doctor relationship and puts the client and patient at risk for substandard veterinary health care and lack of proper safety information which could cause potential harm, suffering or life threatening consequences.
