Since the SSAN system has been used as an ID outside of its official use for many years, in spite of the S. S. Administration's best efforts to discourage such use, I believe that the Administration should be directed to coordinate the issuance of National ID numbers as well as manage its current responsibilities. This issuance must be biometrically-based with fingerprints, retinal scans or other appropriate means. Historically, ID's were issued not to a "person", but to the holder of certain other documents (birth certificates, etc.), all of which can be forged. For insurance, law enforcement and most other purposes, identification of the physical body is paramount. Positive ID's will be costly, both in dollars and in political terms. I think that they can no longer be avoided. Thank you for soliciting public comment. Kerwin Dunsmore
