As a private investigator, it is imperative that we have the ability to track an individual by the normal source of information, which is their Social Security number. Our Law Enforcement Agencies (and many P.I.'s are either prior L.E. or Military) do not have the man power to deal with all of the criminal acts, that end up in on the Civil side of the law. I feel we (as P.I.'s) serve an important role in many of these cases and in the community. Exempting and allowing Private Investigators access to this type of data is the right thing to do for all the people. Should a screening process be in place, yes! That's just it, anyone who is actively and legally working under the appropriate licences, will have no problem with a screening process (I would think most would welcome it). There are too many cases that require us to utilize the data: 1. Heir searches 2. Locate searches 3. Witness Locates 4. Background Checks 5. Employment Screening 6. Asset Searches 7.
