SSN's use should be restricted to situations necessary for the Social Security Administration to administer the Social Security system, as described in law and regulation. New uses outside of these situations should be barred, and private industry and non-SSA governmental user should be given 6 years to wean themselves from the use of the number in their industries and businesses. If an industry or business requires a waiver or exemption, the public should be allowed to have a voice or a vote in the final decision. Smart people can come up with new ways to do things; they aren't because the status quo gives them no impetus to change.
