I am writing in support of the FTC continuing to issue its periodic reports on how much the cigarette companies and smokeless tobacco companies spend each year to market and promote tobacco.

The reports could be improved by the following:

  • A breakdown by state of reported marketing spending.

  • Marketing expenditure data which is company specific and brand specific.

  • Provide marketing expenditures subtotals for "reduced risk" products and regular tobacco products.

  • Include a breakdown of the different types of expenditures the companies make within the existing promotional-allowance and retail-value-added expenditure categories.

In Colorado something on the order of 33 percent of our youth are taking up smoking. These reports are helpful for anti-smoking, child-protection, and public health purposes.
