Dear FTC, I strongly disagree with your decision regarding Tops divesture of former Quality Markets store located on Rochester Road in Lockport. Your stated concern is anti competitive position with the market. Is the commission aware that Wal Mart will be opening a Supercenter in Lockport within 2 years, and with that environment, who else will purchase this store? I currently shop at this store due to the congestion on Transit Road in Lockport. By closing this location, you will force residents on the East side of Town and City of Lockport to patronize Transit Road - one of the busiest highways in Niagara and Erie County. Furthermore, I find it obsurd that if this location is kept open, it will negatively impact consumers. As a point in fact, prices have been lowered since it converted to Tops Markets. I now buy most of my groceries at this location. Previously under Penn Traffic, prices were much higher and service was poor. I respectfully ask that you reconsider this decision to force Tops to close or sell this location. Sincerely, Richard Garlock
