I think this is a terrible idea. The whole purpose of a "No Call List" is to prevent undesired calls (even if received by answering machine). Requiring us to "opt out" is bowing to the telemarketers. Rather, force them to use "opt in". That way my phone answering machine will not be full of SPAM. What's next, allowing junk calls to be placed/sent to my cell phone? Once again, terrible idea. Please do not bow to the telemarketers. P.S. Why can't the FCC change their rules to match the FTC ones anyway?
