I am on the Federal and the State DO NOT CALL lists. I consider any change to modify the Law so as to allow any message to my Telephone numbers to be an invasion of my privacy. Pre-recorded or in any other way is in direct contrast to the reason I have requested NOT to be called for ANY reason. I pay for two Telephone lines in my home and do not want the Telemaketing Community to be invading my Home when they want. I condider an unwanted call just as invasive as a breaking and entering into my home. If I want to do business with them I will call them. While your at it, instead of opening loopholes for the Telemarketer's CLOSE THE LOOPHOLE that allows them to call even if the are Charities, Political Groups or Companies that we do business with.
