If the callers (spammers) are using pre-recorded messages to deliver content over the phone it should be BANNED, without exception. It's bad enough getting calls from solicitors and having to wait for their switching system to connect the caller to my phone after I answer it, but to have it be a recorded message is unacceptable. All phone spammers should be forced to provide VALID CALLER ID information without exception. I do not want to be called by companies that are seeking to sell me additional/new services even if I already have a working relationship with them or their parent/sub companies.
