Under NO circumstances should any rule be relaxed or otherwise changed to make it easier for telemarketers to perform any of their obtrusive functions. Period! I have a telephone for MY purposes, not to provide others a means of access to me or my pocketbook. If I want to make a purchase, donate to a cause, or just obtain information, I'll make the call. Otherwise, my phone (and my time) is off limits.
