Weakening the TSR by allowing companies to send pre-recorded messages defeats the purpose of the do-not-call list. For the first time in years, my wife and I have enjoyed quiet evenings without bothersome, unwanted calls (with the exception of the garbage spewed by huckesters trying to get elected during this last campaign season). With the proposed change, not only will those calls start up again, but now we won't even be able to tell these companies to not call again. This amendment will only benefit telemarketing companies, and put the burden back on the American public.
