I do NOT think Congress and the people they represent intended for there to be ANY exceptions to the "Do Not Call" list. I, for one, expect the "Do Not Call" to be absolute excepting the specifically listed exemptions in the original legislation. It seems to me, that modifying the intent of the legislation is indicitive of undue influence by certain commercial interests and NOT any wish of the affected citizenry! But then, I am not surprised by such behavior from an administration that has been bought by large commercial organization :(
