Comments:
Allowing telemarketing calls that deliver a prerecorded message is an exceedingly bad idea. The marginal cost of phone calls continues to drop, making automated telemarketing calls to be placed ever more cheaply. The bonds of an "established business relationship" will be pushed be the telemarketers to be ever more inclusive. It is likely to result in a blizzard of telemarketing calls to consumers, negating the beneficial effects of the do not call list. I don't want my phone to be another means for the delivery of spam -- which is exactly what this proposed change would bring.
