Do not allow such a revision to be enacted. By allowing pre-recorded telemarketing, you would defeat the intentions of the Do-Not-Call Registry. Not only are pre-recorded telemarketing attempts the most annoying but also the most difficult to stop. Rarely are recipients able to interrupt the message to request removal from future attempts. The provision for previously-established relationships is only an invitation for telemarketing attempts to stretch that provision as they have done every time that wording is introduced.
