Comments:
The purpose of the Do Not Call list is to instruct telephone solicitors to "Do Not Call." I fail to understand how allowing safe harbor for recorded calls promotes that objective. For the record, I find the only thing more annoying than a solicitation call is a recorded solicitation call.
