This proposed amendment of the Telemarketing Sales Rule will allow individuals unwilling to comply with the Telemarketing Sales Rules an ability to bypass the FCC's authority and give abusive telemarketers and persons intent on fraud the legal loophole that they have been waiting for. This proposed admendment should not be considered as the only poeple that this will help are those most likely to violate the Telemarketing Sales Rules.
