This proposed change to the rule on telemarketing opens up all sorts of loopholes for telemarketers to go back to their old practices of calling those who had 'solicited' their services; I place solicited in quotes because their definition of solicitation is often too broad to be considered properly in the normal sense of the word. Please reconsider this rule change.
