I believe these amendments to be entirely unfavorable to people who have already affirmatively expressed their desire not to be harassed by advertisements via the telephone. If I sign up to the DNC list, I clearly don't want to be called for commercial purposes by either people or machines, no matter their "relationship" with me. The Commission in general -- and Allen Hile in particular -- are abrogating a duty to the best interests and clearly expressed preferences of the citizenry by attempting to further weaken this Rule, and so the amendment should be abandoned.
