The idea to open the do not call list for "prerecorded telemarketing" would be a very bad idea indeed. It supercedes the whole purpose of the do not call list and elminates most of the benifits. The "pre-existing business relationship" language allows for me to still be annoyed by telemarketers at home when companies who I do business with open up "business relationships" with people who want to sell me things over the phone. I think this move would enbolden companies who wish to shoehorn themselves into our personal private space as it is very hard to register a complaint with a machine or to inform a machine that you are on the do not call list and do not wish to be bothered.
