I don't like it. Businesses will push the evelope of what an "established business relationship" is. So someone might call me at dinnertime working for a company that 'once was a supplier of a store I once shopped in.' The "do not call" list should mean exactly what it says: "Do not call me unless I give you express written consent to do so... and even then provide me access to get off your phone list in the future if I so desire."
