This sounds like a horrible idea to me. Personally, I wish the do-not-call list were *more* restrictive, not less. For instance, I got at least 3 or 4 calls every day with some pre-recorded wanting me to vote for one candidate or another in the last election. If you want to make a new law, make those illegal. Pre-recorded calls should all be illegal unless you've specifically told a company that they can call you with a recording because it's impossible to ask the recording to stop calling you. So, you end up getting a call for a congressional representative who you'd never vote for every single day, and you have no way to tell them to stop calling.
