I do not want any changes to the regulation of no call. If I want to be bothered by the telemarketing arm of some business I'll let them know. I do not want it to be the case that just because I have had some interaction with a business that I have opened myself up to telemarketing calls! These proposed changes would just result in telemarketers getting access to a whole bunch of people they lost access to. For each one sale they manage to make under these proposed changes to the regulations they will be bothering hundreds of people who do not want to hear their pablum! Of course they don't care - but you should!
