I think this is a bad idea. The loopholes for "charities" and political parties are bad enough, during the election we were bombarded with about 20 spam voice mails a day, coming from cell phones, private numbers, etc. And we still get several spam voicemails a week from "charities". Now you want to open us up to telemarketers that we DON'T want to hear from? Please don't place money over peace of mind.
