Please -- NO!!! Do NOT make additional exemptions to the do-not-call rules. The distinction between a pre-recorded message and a live person is not the problem. Junk calls used to mess up my dinner, my TV viewing, and even having a pleasant conversation. A ringing phone is tremendously intrusive, even with caller ID. I do not want the phone to ring for commercial purposes of any nature. As to the opt-out provisions, there are too many companies who could claim an existing business relationship with me -- that restriction is effectively meaningless.
