It seems to me that this proposal is ill thought out, and does not serve the public good. The proposed amendment guts the Telemarketing Sales Rule. While maybe not the political history, the citizens tired of, and angry about, the tactics of telemarketers pressured Congress to pass legislation giving them relief from the barrage of unwanted commercial speech. Congress finally passed legislation, and the Telemarketing Sales Rule was created. Any loosening of the provisions of the Telemarketing Sales Rule runs counter the will of Congress and the Citizens of the United States.
