Any rule change that allows marketers to deliver prerecorded messages protected only by an "opt-out" provision is unacceptable to consumers. The difficulty and inconvenience of opting out from intrusions from marketing companies is high enough that there is effectively no way for individuals to preserve their privacy without unacceptable effort. Prercorded messages should only be permitted to those who have specifically and explicitly agreed to receive them.
