This is an awful proposal for change; it would defang the Do Not Call list as a protective tool for consumers, and would open a gaping loophole for a wide range of telemarketing firms to resume making calls to people who do not want them. The clause requiring an "established business relationship" provides very little real-world protection, as it is often abused by telemarketers with no recourse available to the consumer.
