The concept of opening a loophole in the national DNC list is completely counter productive. The whole purpose of registering on the Do Not Call list was to remove telemarketing calls. If this is allowed, then basically, millions of Americans will have been duped into submitting their information to an enormous national database which is provided to telemarketers for advertising purposes.
