Do not allow this rule change. If the DMA and/or other Marketing organizations are given safe harbor from the Telemarketing Sales Rule and federally controlled Do Not Call, the Rule and the list become essentially worthless. I do not want these calls. I pay for privacy service on my phone, an unlisted number and have subscribed to the Do Not Call list - yet I still received these pre-recorded messages. I also use the report utility on the Do Not Call website to report these events. Do not allow the rule change "call abandonment safe harbor to allow telemarketing calls that deliver a prerecorded message to consumers". Drew Wilkin - Frisco TX
