Please do not allow any exemptions to the do not call list. Pre record message phone solicitations are absolutely the worst kind of phone solicitation, and under no circumstances should be allowed on a list of people that DO NOT WANT CALLS! People specifically registered for the do not call list so they do not receive exactly this type of call. Think about it.
