The "Do Not Call" list was instituted because the public demanded it. Now you want to loosen the rules because telemarketers want it. What part of "DO NOT CALL!" do you in the government not understand? It's my telephone. I pay for it. If I want to buy something from someone, I will call them. I am opposed to ANY changes that would allow more unsolicited advertising calls to my phone ESPECIALLY if there is not a live person on the other end when I answer.
