I am strongly opposed to any attempt to weaken the do-not-call rule. People put their numbers on the list because they do not want to receive telemarketing calls, prerecorded or otherwise. The "prior business relationship" requirement is weak, as direct marketing companies can easily produce a tangle of acquisitions, mergers, partnerships and the like to ensure that every company which wants to harass people with telemarketing calls can claim some form of "prior business relationship" with a huge number of otherwise unrelated victims.
