This proposed change would completely undermine the purpose of the "No Call list" I personally find automated unsolicted commercial messages more annoying than live human beings because in many cases one simply cannot hang up and have the call disconnect. One's phone is tied up for the duration of the unwanted message. IF and only if this change must proceed the automated messages must be required to terminate as soon as the call recipient hangs up. I voted for President Bush earlier this month but this rule change is NOT what I had in mind for the next four years!.
